The short answer
POTS replacement is the practice of keeping analog phone lines working after the copper network that carried them is retired. A device presents standard dial tone to the existing equipment and carries the call over cellular or fiber instead of copper. The elevator phone, fire panel, or fax machine is never touched.
What POTS actually means
POTS stands for Plain Old Telephone Service: the analog, copper-pair phone line that has existed in essentially the same form for a century. It delivers dial tone, carries voice, and supplies its own power from the central office, which is why a copper phone works when the building loses power.
That last property is why POTS survived so long in life-safety roles. Elevator phones, fire alarm communicators, and emergency call boxes were all designed around a line that keeps working when everything else fails.
Why copper is going away
Carriers have been retiring copper for years. Maintaining a nineteenth-century physical plant for a shrinking number of lines is expensive, and the regulatory obligations that once forced carriers to keep it in service have been steadily relaxed.
Customers usually experience the retirement in one of two ways: a formal discontinuance notice with a disconnect date, or a series of price increases that make an individual line cost more per month than an entire mobile plan.
How a POTS replacement device works
A managed POTS box sits where the copper used to terminate. On one side it presents RJ11 ports with real analog dial tone, loop current, and ring voltage. On the other side it has a cellular modem with a 5G/LTE SIM, an ethernet port for fiber or broadband, or both.
When the fire panel seizes the line and dials, the box generates dial tone, collects the digits, and completes the call across its data connection to the public telephone network. The panel cannot tell the difference, which is the entire point.

What POTS replacement is not
It is not a VoIP phone system. A hosted PBX replaces desk phones and user calling; it does not present the analog characteristics an alarm dialer or elevator phone needs, and an ATA plugged into a generic broadband circuit has no battery, no supervision, and no accountability when it stops working.
It is also not a rip-and-replace of your fire or elevator systems. Those projects are capital expenditures measured in tens of thousands of dollars. Transport replacement is an operating expense that usually costs less than the copper it retires.
