The short answer
An elevator phone line is replaced by putting a managed device where the copper pair used to land. It presents the same analog dial tone the cab phone has always seen and carries the call over 5G/LTE or the building network instead of copper. The cab phone, hoistway cable, and machine-room punchdown are untouched, the original number is ported, and an internal battery keeps the line alive for up to 24 hours after a power failure. One elevator runs $64 per month all-in.
Why elevator lines are the hardest ones to ignore
Most analog lines in a building can quietly disappear and nobody notices for a month. An elevator phone cannot. It is the only communication path out of a stuck car, it is checked at inspection, and its failure has a name and a liability attached to it.
That is exactly why the copper retirement lands so awkwardly here. The line is mandated, it is often the last copper pair in the building, and the carrier is raising its price or announcing a disconnect date regardless of what the elevator code says. Replacing it is not optional, and doing it badly is worse than doing it late.
The good thing is that the code cares about the outcome – a working two-way call to a staffed answering point that survives a power failure – not about which physical medium carries it. A properly specified replacement meets every one of those obligations, and adds monitoring copper never had.
What the cutover looks like in one cab
- 1. Survey. Confirm the line terminates in the machine room, identify the number, and validate signal at the mounting point.
- 2. Port request. The existing number is submitted for porting, typically two to four weeks ahead of the cutover.
- 3. Install. The device is mounted, powered, and connected. The pair from the cab moves from the copper block to the device port.
- 4. Test through. A call is placed from inside the cab to the answering point, with the account on test, and the two-way audio and location record are confirmed and documented.
- 5. Release copper. Only after a documented successful test is the carrier line disconnected.

What an elevator emergency phone has to do
ASME A17.1 and the codes that adopt it describe capabilities, not transport. Any replacement has to preserve all of them. Confirm the edition enforced by your authority having jurisdiction.
Two-way voice from inside the cab
A trapped passenger must be able to talk to someone without any action beyond pressing the call button – no handset, no dialing, no hearing instructions they cannot follow.
An answering point staffed 24/7
The call has to reach a location that is always attended and able to dispatch. Voicemail, an unmonitored desk phone, or a rollover to a closed office does not satisfy it.
Operation through a power failure
The phone must work when the building loses power. Copper delivered that from the central office; a replacement delivers it from an internal battery.
Line supervision and failure detection
Newer code editions expect the phone line to be monitored so a fault is detected and reported, rather than found by a passenger during an entrapment.
Location identification
The answering point needs to know which building and which car is calling. Porting the original number preserves the record already on file.
